I tried to collect a list of common places we typically advertise to. This makes it easier to remember next year, and we can refer to this page from the preCICE PR template. It is also something organizers of other workshops ask us about.
I thought that such a section makes sense for the workshop page. The release advertising can focus on a subset of these.
Reviewers: Please have a look and let me know if I forgot anything where we actually advertised (semi-successfully) in the past. I will also ask for external suggestions, pointing directly to this PR.
